abstract: The three main objectives of this thesis are 1) To look at the overall drug diversion problem between OTC precursors and controlled substance, primarily using the example of pseudoephedrine diversion and conversion to methamphetamine; 2) To provide a brief history of some of the major regulations established by our federal government in order to control this problem; 3) To propose alternatives that further contribute to the reduction of illicit methamphetamine use.
